Read the 2019 Annual Homeless Assessment Report (AHAR) to Congress, produced by the U.S. Department of Housing and Urban Development.

Of note is that the Watsonville/Santa Cruz City & County Continuum of Care (CoC) scores in the top 5 in the category of “Largely Suburban CoCs” in the following:

  • % of people unsheltered
  • % of families unsheltered
  • % of unaccompanied youth and unsheltered youth
  • % of unsheltered veterans

However, our CoC does not rank in the top 5 for chronic homelessness. This could be due to the success of the 180/2020 initiative, and the multi-agency effort to end chronic homelessness led by Housing Matters since 2012.
